In the Netherlands they closed the coffeeshops (weed stores) down. There were immediately massive lines to get some weed before close, and the illegal dealing blew up after. So they reopened them, for pickup only. There's probably something similar going on here. In the 1920s, people still drank. You do not want to lay the groundwork for a similar underground booze network to flourish, especially now.

Also, there are lots of morbid alcoholics, and if there wasn't a source for them to get alcohol they would literally die of withdrawal syndrome. Keeping a supply of alcohol available in the population is literally a healthcare decision at a certain point. This is why hospitals have prescription beer!

Alcohol withdrawal is treated with benzodiazepines and occasionally barbiturates; it is rare to find a hospital that still has beer on formulary, although everyone has a story about the one patient they had with his shot of Jameson or two warm bud lights or whatever from back in the day

I only know 5 people who’ve worked in ERs, and all of them on Canada, but they all said that there was a bottle of vodka kept for cases where someone presented with DT. One was in pediatrics, no less!

She also added to not try that at home because dosing a dog with vodka is tricky if you don't know what you're doing.
