If "other banks follow suit", and the caveat is "borrowed from before" at any given point, are there a lot of small businesses without any prior loan history with the banks that are doing the same? I'm not arguing in favor of this practice. I'm asking "What percentage of small businesses do not have a credit history with a bank from which they can borrow"?
