Hardware manufacturers, including non-Chinese ones, actually use "and it's easy to cheat with this hardware" in their marketing campaigns in the PRC I don't think that this is necessarily exclusively a Chinese thing though, it seems more like a developing country thing, where having wealth is still a relatively new thing for most people and since money = power of course whoever has the most money should have the edge
