Haven't seen it on any of the English language news site posts about it yet, but apparently the actors of 2B, 9S and Pod 153 from Automata have some small role in the Nier rerelease, with 2B's actress already having finished recording her part

Honestly, the phrase "Gods bound by rules" reminds me of a different set of implications. In the Old Testament, God perpetually made promises and kept them. (Most famously, the rainbow and not flooding the world again) A being of omnipotent power kept tying his own hands so that, even when he really got pissed at people. The history of the kings of Israel is basically summed up as "...I promised David that I wouldn't wipe out his house and line. But I want to make it clear that is the ONLY REASON any of you are alive." God made rules, which were the only restriction on his power. You see it in a lot of mythic traditions, too, where Odin or Zeus or someone makes a deal and gets suckered by a trickster character, leaving them unable to respond full force. Even a god independent of human beliefs in general can be limited. (There's also the line from A Man for All Seasons. "This country’s planted thick with laws from coast to coast – man’s laws, not God’s – and, if you cut them down – and you’re just the man to do it – d’you really think you could stand upright in the winds that would blow then? Yes, I’d give the Devil benefit of law, for my own safety’s sake.") Seeing a god bound by rules is like being in a room with a tiger which is supposed to be trained not to attack. Your safety is entirely dependent on factors outside your control, and if they fail, you won't even have the time to process how screwed you are.

The game part of Nier was never it's strong suit so you might just call this trimming the fat. But there's no mention of Yoko's involvement so I don't have high hopes for the story either.
