One of the reason why the term engineer and trains are so interlinked is a train engine is a very complex piece of machinery with a lot of different interacting systems that need to be taken into account when designing. The reason why programmers are kinda hard to define as engineers is every programming job is different and thus would need to be evaluated on a case by case basis.
