If you just put url tags around a tweet, it embeds. There's some magic that makes it not happen if there's a nearby, but it's not 100% reliable, especially on mobile. You can turn off url parsing by unchecking "Automatically parse URLs" under the reply box, but if anyone quotes your post and doesn't do that, it'll embed for them. You can just link to tweets like so. That'll never embed and is usually the safest way.
