The Mayor's endgame was always befuddling from any angle other than paternalistic hubris. He controlled the entire town, was immortal, and literally immune to damage. If he had just waited the year out and encouraged the Scooby Gang to disperse via college or whatever, he'd have been golden. Instead he wanted to be a snake demon ruling the town overtly because...

I think invulnerability was stage one of snake transformation. It was a package deal of become invulnerable -> turn into a snake a year later. It was always about the snake
