Which basically means "the letter of the law, not the spirit of the law is what matters." Conservatives are pissed that, unlike other conservative justices, Gorsuch is actually consistent in his beliefs and doesn't disregard textualism when it would result in a liberal ruling.

The previous LGBTQ decision had a clear undertone of "I can't believe you idiot fucks are making me do this but that's how the law is written", this one seems to actually have the conviction of his beliefs judging by how much he seems to relish the decision. Although I dunno, maybe dropping the science on statutory treaty law that's just been straight up ignored for a century is just catnip to his particular brand of textualism.

He has history with tribal law (hence being the one to write the decision) and might, actually, feel like considering how ripped natives get from a texualist's perspective, that he finally got to take a meaningful shot. If textualism were applied towards native issues uhhhh let's just say that the natives would really, really come out ahead because there are a LOT of laws on the books that just, don't.

Andrew Jackson's famous words were "Sure the Chief Justice has declared this Indian treaty as law, now lets see him try to enforce it"
