A child who been watching the comings and going of the electors whispers to you if you would be interested in some information that the parlimentarian has been gathering. This sort of information would go for a lot of money in the right hands, but instead he asks only for a few coins for what looks to be a scrap of paper with poorly copied notes.

If you make the exchange: Opening up the paper, you read:
It is not only the case that the Middle Division still retains the majority of parliament, but they and Great Root are 3 to 1 in favor of putting more power in the hands of the Emperor. For Middle Division, B: 9, A: 3. For Great Root, B: 6, A: 2. The Descendants all support the Nobility, A:5. Great Tibet seem to be at their nadir and are split evenly A/B:1

If not: You continue along your business. You wont waste coin on what obviously seems to be a ruse from an illiterate beggar.

Chapter 67: 1560 to 1579 - The Ocean, Beneath

The following selections are from Things Concealed Since the Opening of the Three Cosmic Eggs, a collection of lectures and philosophical discourses by Nga Dolma, a notable philosopher broadly associated with the Restorationist school of Bön. While of middling popularity in her lifetime, her works have received a renewed scholarly attention by intellectual historians and students of early-modern Tibetan philosophy. This collection, which contains essays such as I See Pakmodru Tse Head East from Paradise and All Sacrifies Are Consecrated, as well as a collection of aphorisms, is a useful introduction to her life and work.

The printing press is the start of an event that we cannot see the conclusion of for ten thousand years. Old histories are cast down and forgotten; new ones perpetuate every day. Confusion reigns everywhere. We live in the shadows of a time between ages; where the old heroism is lost and gone and the new world has not yet organized itself.

The emperor and empress in Lhasa, citing their claims of divinity and holy backing, assert the right to absolute authority everywhere.

Wars, like historical eras, are cyclical in nature. Just as Gyalyum the Benevolent's restoration of the west is a mirror of Songtsen Gampo's conquest of Zhang Zhung, the campaigns to the east resemble, in form if not in grandeur, Lasya the Great's campaign to pacify all of China. There are periods of historical unity and disunity, and there are periods of strength and there are periods of fragmentation.

As the nomads migrate in search of grazing lands with the seasons, so do sailors find new waters with the changing winds and sources of wealth for themselves. The constant movement is a source of strength and vitality for them, and is the harsh work of life in this world which is like dust.

But even as the armies of the empire moved east, like fog that comes down from the hills,

the local gods have voiced their disagreement.

The war was concluded quickly, and spoils brought back to enrich and sanctify the church and emperor. Jianchang and much of the Anning River Valley was given to the Sacred Hierarchy.

The philosopher Tisho Tride Songtsen, confided in me that she had a terrible vision. She said that she saw she was in an empty, featureless room, with an empty throne and an ancient sword, immaculately preserved, balanced on the hilt on it. Beside the throne, the empress sat on the floor, facing away from her, wreathed in blue flame, and she could see only the outline of her face.

Misfortune struck the very heart of the empire. The empress, as inseparable from the emperor as a hand from arm, died in her sleep. The emperor sank into the depths of grief and anger.

Tisho Tride Songtsen, for her part, reacted to grief in her own way - she lost herself in the writing of her many great books of history. She adored the empress mightily, and in those works of ethics, the history of nations, and geography, there is a refuge from terror.

Her greatest book, I tell you, was a justification of the Empire and the state it now took; in the distinction of power between noble and emperor, where the emperor has the right to decide but the noble has the right to petition, and where there is a system of religious law built upon the foundation of those established centuries ago. This system is set to avoid absolute power; and differences in local laws are allowed according to the requirements and geography of the empire. Laws for the nomads of the Changtang plateau do not follow those laws of the Tamil sailors in the south. But the basic principles remain.

From it, we must truly understand the uniqueness - the total difference between the great eternal Bon and other religions, and indeed its universality and absolute power. It is indeed through the veneration of sacrifice.

In many principles and sets of beliefs, there is that which is sacrificed. The animal, the victim, the person. All of these are sacrificed. In many cases, that which is sacrificed is evil, and so everyone casts out and stamps upon that which is sacrificed the traits and energy of evil. And in the great organized nations of the world, the sacrifice is made with great serious and determination-- recall those great empires on the other side of the world. The sacrifice is respected.

I have found the great key of the history of world events. It is the return of Pakmodru Tse!

This great woman, the founder of the hierarchy and rescuer of it from oblivion, had already come back centuries ago, and the events of her virtuous life were concealed. But through careful study of secret histories, I have determined the truth, the only truth. She was the real prophet who founded the Sacred Hierarchy seven centuries ago, she has visited this earth again, and it was she was killed by a conspiracy of nobles and traitors.

Perhaps it was the Buddhists who opposed her - if not the corruption of the empress then.

It is us who recognize the truth, in veneration of this sacred figure; and in restoring Bon practices to their state before the greed and venality of the Sacred Hierarchy.

All corners of the empire shall soon recognize the purity of this event; and the lying tongues who have despoiled the teachings of the Sacred Hierarchy shall be silenced forever. Their falsehoods shall be buried as in a sudden blizzard that covers a whole camp.

In recognition of the demands of the good elements of the church that remain, the emperor launched another expedition to the southeast.

Their victory was swift.

The local gods and elements bring our troops success in every venture.

The emperor is right to proclaim their virtue.

The war was brought to a decisive end. The cities of Ava and Sagaing were annexed to the crown lands.

The court is still filled with wise and learned men -- and indeed the rising prosperity of Tibet is evident, in that it requires centers of art and learning. But the people call out for something more - now that most have enough for two meals a day and even some rest in the evening -- there is a wonder for more. A greater purpose in life.

In the far west, the Jerusalem Raj crawls slowly to oblivion. The Dahnayids in Anatolia continue their ascent as the greatest power in the near west.

The nobility cannot help themselves from squeezing the cities.

People flock to the cities - and many grow lost. They need some refuge, some anchors in a time where they are separated from the guides of nature.

Tear open the gunports, bring out the guns. The hour of decision is upon us.

The emperor, still feeling agony over the loss of his beloved empress, has devoted himself to the art of exploration and the construction of great ships.

It is an act of bravery - and indeed of necessity. Do you know of the stories that are told of the west? Of what the second great migration of peoples across the world found there? Of the slaying of benevolent gods, and the ritual consumption of human flesh! There is evil in this world! It is real, as the stones under my feet or the breath we take. Devils live on this earth! What reason have they to themselves for this?

Imagine if a thief or brigand had eaten the butter and flour sculptures, left as offerings to the gods. Who would dare eat the gods?

Of course, we know such things only from printed books and other stories told second-hand; the maps we have acquired now show only ocean.

But there are still wise people in court; good counsel can reach the emperor even in the absence of the empress - there her legacy remains.

But you understand now -- the Hierarchy is filled through and through by the corrupt, the venial, the weak, and the infiltrator. Buddhists, perhaps, but not always.

Our emperor's great voyages found distant islands, already 'claimed' or settled upon by the Tamils or other kingdoms. Were we too late?

This was further complicated by the elector-kingdom of Rajputana declaring a major to the west, and calling for our aid. We were obligated to join, but at first only some armies were sent - and even those were garrisons to prevent any pillages or seizure.

But - as the many ordinary people and merchants called out - there is a new path we must take, and one that involves discovery and search for new lands.

The war in the west was proving more difficult than anticipated, and so the imperial army had to save Rajputana from total ruin.

While there are those who reject the divinity of certain forms and action, and indeed those who reject the doctrine of souls and animated matter,

The empire must continue to find new glories and seek out lands of paradise in order to survive, so as to demonstrate its divinity.

Think then of the sailor, Choden Sutse. Of the five ships outfitted for her expedition.

Heading west, not knowing what strange or harsh lands she might find.

Recall the excitement of finding the western edge of our continent - those letters faithfully sent back by ships of the vast and prosperous Empire of Mali and then back to us from Tamil merchants.

What ships and peoples could she have found? What was there to discover?

Where could that journey have ended?

We have heard nothing from her since, and we do not know what end has fallen them, or even if they still ply their ships upon the surges seas beyond.

May their souls be in a place of repose and the proper rites be said for them, somewhere. May their souls stay reunited with their rightful ancestors.

But still, the emperor recognizes their bravery and goes further beyond. He reads the letters, and he demands to know more.

He sends the ships east, and orders them to be conciliatory to the locals - to avoid any further entanglements. There is already one great war.

The first settlement is founded and blessed at Kendari Bay, and iron is found there. Already that is a sign of great material wealth, and to prepare for martial ventures.

The war was long and tedious - we had no pitched battles, just the slow grinding sieges, for another king's glory.

The great philosopher Tisho Tride Songtsen passed away shortly after - it was as if all the great statesmen and wise philosophers were in a hurry to leave this earth.

The Jerusalem Raj, once led by a great conqueror, wise and mighty, worthy and beneficent, was reduced to a rump state in the desert. These warriors, first moved by the necessity of land, then by practicality of conquest, soon became weak and their armaments grown rusted with disuse. They became intoxicated and dissolute, and their powers were wasted.

I fear Tibet may soon lose its way, it is a sheet of sand scattered to the winds. We are not so selfless to each other as we were in the past.

Rajputana itself, once one of the greatest vassal kingdoms, is lost and confused. But where she had ordered a war to oust a great criminal and institute a wise and kind ruler in his place;

this war ends sooner, with less glory, for less moral gain. It is only due to right veneration of the local gods and souls of nature, and right respect of the great sages that brings about a great Tibet.

How long can this go on? What is the great crisis that plagues us today? We cannot always assume that Tibet will go on as it has.

For the Empire to be as it was, it must transform itself.

Still we must go forth, at risk and personal cost,

with the knowledge that we will spread the immortal truth to whoever opposes us, no matter what the blades and arrows of misfortune bring us. We hold the sacred stake made of meteor and quartz, we will drive out all imperfection.

Recall, then, the most recent news about the islands we have found in the great ocean to the west. By some miracle, we were able to communicate with them -- a sailor on our ship spoke one dialect of Arabic, and a single sailor on those islands had lived in Mali. We asked about the great empire of conquerors to the west, and if there would be some return. The islander laughed, and said, "We are not them. We conquered them."

The world itself is on the edge of a precipice - these times cannot last. The stories told by the corrupt nobility cannot last - and there are new challenges in this world. The stories that held the empire together are losing their binding force, and we must turn to the ancient truths for refuge in this swiftly-tilting world.

You have to take certain ideas to get colonists, which allow you to expand into empty provinces, even if they're right next door, expand your colonial range to reach far away provinces, and recruit conquistadors and explorers to explore the uncharted mapspace (the tan stuff with all the lines and random compass roses in a few pictures.)

You can see in the update that Tibet unlocks the Exploration Ideas group, which contains most (but not all) of these ideas.

Some of the Europeans start off with colonists, and we have seen some expand dramatically - see Scandinavia and Carantania. Hualanitstlan (Nahua-Norse France) takes colonial ideas sometimes in playtests, though they tend to expand by conquest more often.

That's mostly my fault - religion modding has been giving me a real headache and whatever I've done has been buggy and inconsistent. Ive had to manually fire a few major events.
