Did the episode with The Itchy and Scratchy Movie come out before The Tom and Jerry Movie? Does seem like the former was basically an extra-long episode of the show, which was a fairly common if usually unremarkable formula for 90s cartoon movies (the DuckTales finale movie comes to mind, and still has some recent examples like My Little Pony) while the Tom and Jerry Movie probably has more in common with the Poochie episode for a number of reasons, as well as a plot that's basically iirc completely ripped off The Rescuers.
