Giorno is not a plank. He has a personality. You may not like it or you may not think Araki or David Production succeeded in conveying his personality, but that isn't the same as him not having one.

He's a self-righteous, brutal, ambitious killer who plans to usurp the position as the boss of the mafia with the sole intention of using that power to do what he feels the mafia should do: protect others, just as he was protected, and help those less fortunate, and end anything related to drug trade specifically because it harms innocents.

I would say the thing that makes Giorno feel boring is that he never leaves "For the sake of my dream" mode. There's never really a moment where he's just calmed down and being one of the guys because the story doesn't have time for that. The closest is at the very beginning, which is when I was most interested in Giorno, but then the non-stop combat happens.

Plus he's already at a disadvantage character-wise since he's constantly surrounded by characters more interesting than he is.

I like all the parts of 5 where all the Jobros, Giorno included, interact w other characters outside of the mission. You get a sense of all the different faces they've adapted to survive that they show to other gangsters, civvies, cops, etc. Their isn't much of it, but what's there is intriguing and surprisingly subtle.

I also like all the other parts.

I've never quite been sure what to make of that line. The Purple Haze Feedback LN isn't canon, but the LN does make an interesting argument for Sheila E's view by pointing out that Koichi considered Giorno "gentle." One might also note that the member of Bruno's gang who reacts most negatively to Giorno at first is Abbaccio, who is also the most self-loathing.

There is a fan comic where he spends his post high school time being a really good uncle to a young Jolyne and that's pretty much head canon for me.

It's pretty neat that Koichi is the oldest character in the series, not age-wise but print-wise since he was the deuteragonist of Cool Shock BT, one of Araki's pre-jjba works.

One of the best decisions Araki made for part 4 was have it take place over the summer, so it allowed for the characters to interact more aside from just fighting.

It also allowed for amazing poo poo like Josuke trying to scam Rohan in a dice game.

Not the same guy but the same kind of character, same name and very similar role, but original Koichi never got to power up and beat people up. He just got nearly killed by a Hitler cosplayer and also got pushed out of his own home by freeloaders who guilted their way into staying and taking over the house by their son faking getting run over by Koichi's dad and then stealing Koichi's dog by getting them into a bet of "which candy will the ants eat, the one on the left or the one on the right"
