I would hope not, unless there's like a screw on cap on the front of the tube they forgot to take off. I'd be surprised if we have anyone here that's familiar with launching IGLAs though.

It looks to me like the entire missile assembly got hung up in the launch tube which means there's a live warhead in the tube that is flying around. The missile frees itself when pointed at the ground to the left and flies off to the right, about 180 degrees away from where it was aimed. The launch motor failed to separate the missile from the tube. Probably an issue with the folding fins on the missile.
