Definitely false. Gaijin is 外, the kanji for "outside", and 人, a kanji for "person". It's a shorthand of 外国人, for "outside country person". You're probably thinking of "鬼佬" or "gwailou" from Cantonese, which does mean "ghost person" or "ghost guy", and usually has specifically negative connotations. Some people contend that it's not racially charged (it is, and there are variations on it that mean things like "black ghost" for people of other ethnicities) but despite being in fairly common use by Cantonese speakers it's increasingly considered rude in mixed company. Gaijin on the other hand isn't a rude term - it's probably less derogatory than "foreigner" in English. A lot of Japanese people speak about gaijin or gaikokujin with interest and enthusiasm, whereas it's hard to imagine the word "foreigner" having positive connotations in modern English speech.
