Looks like the circuit breaker is wired back to the panel itself. One side of the circuit breaker is attached to the energized panel (bus bars beneath the circuit breaker) and the other side of the breaker is then supposed to go to outlets/switches. In this configuration the energized portion of the panel (bus bars) which is connected underneath the circuit breaker is now wired BACK TO THE PANEL itself.

As a total layman with zero knowledge, the second thing that jumped out at me is the gap where a purple-slot one would go at the top right. The first thing was it's kinda odd that the big power cables are directly connected to the other side of one of the trilogies. Doesn't that just bypass the entire mechanism? I knew something didn't look right. Those smaller wires looping around to the breaker outputs are way too low of a gauge compared to the main wires they're tied to. Plus if there's any vibration of the cabinet the steel mounting bar the cable loops are resting on will eventually saw through the insulation on all three loops resulting in some fun times.

I think it was this thread or one similar where someone mentioned some historical OSHA. There was some group of muckety-mucks, nobles and princes, who were gathered at a palace or great hall, and their plumbing situation was rather hosed, so apparently their poop collected under the hall where they were meeting and the hall just collapsed into the poop. Dozens of nobles drowned in their own waste. I know there's a wikipedia article on this but I can't for the life of me remember the name of the event, and bringing up stuff like this on SA always turns up someone who knows more.
