I can just about imagine a scenario where someone handcuffed manages to pull out a gun if it was stuffed down the back of their trousers and shoot wildly past their hip, or spin around and shoot blindly behind them, and that one of these bullets hits someone fatally. That still doesn't answer any of the other questions about why he had a gun "hidden" on him, both because he was supposedly known to the plod as of interest in terror matters and because they claim to have found ammo on him before they slapped the cuffs on, which one would generally presume means you go "Right so we'd best search him for something to use that ammo with" - but it is at least physically possible. The part that elevates this from the run-of-the-mill police incompetence and/or lies is the claim that he managed to shoot himself in the neck, because there's absolutely no way you could get that angle with your hands cuffed behind you. In the kidney, maybe, in the arse or the leg, yes, but in the neck? Not actually possible.

My reckons is the dead copper or one of his mates hosed up and fired a couple of rounds off by accident.

But even the absolute best-case scenario for the police is that they failed in a truly spectacular manner and let a bloke found with ammo on him to get to the cop shop with a firearm on him.

Playing devil's advocate, it could have been a ricochet. But even the devil can't argue that a terrorist allowed himself to be cuffed with a gun on his person when the police asked him to submit to a search. He surely must have assumed that the gun would be found.

Also given that the suspect had a survivable gunshot wound to the neck, and that the cop was hit in the chest, I would be asking how many shots were fired. Because the scenario I see goes like this: the suspect was cuffed and then searched, upon which a revolver was found [1]. At the custody centre the police decided to play Bad Cop Worse Cop. One of them pointed the revolver at the back of the suspect's head and cocked it. The gun goes off, recoil jerks it to the side; the bullet grazes the suspect's neck on its way into the police sergeant's chest.

It's basically "If the test was pre booked and done at a testing center" you can put the results in the app, "if it was done ad-hoc at a hospital" it can't because they use different tracking systems. Eventually that'll get fixed ... eventually.

This isn't the evil privatisation conspiracy that some point are making it out to be, it's just the consequence of the NHS being a million different systems held together with chewing gum (which is the real consequences of a different evil privatisation conspiracy)

Most of the 'NHS' testing posts are run by private contract, whereas the hospitals and PHE are outside of the loop needed to generate the codes to put into the app.

Materials which suggest that non-conformity to gender stereotypes should be seen as synonymous with having a different gender identity should not be used and you should not work with external agencies or organisations that produce such material. While teachers should not suggest to a child that their non-compliance with gender stereotypes means that either their personality or their body is wrong and in need of changing, teachers should always seek to treat individual students with sympathy and support.

somehow that last av was even worse than your posting
How does the legality of locking up 1000 or so adults in their rented accommodation work? Like are there any other private blocks of flats where every single flat is being locked down and its inhabitants forced to self isolate even if only a few of the individual flats have people with symptoms? Also aside from that going to the pub for an adult is legal provided you follow all the rules, who is some university to dictate to students that they can't do that? Seems a bit like before the rule of 6 when they told us to only meet in groups of 6 but it wasn't actually the law but they didn't tell us that.
