Looks like the fuzzy fuzz (technical term) of the cotton burning off, that's why it spreads quickly but just smoulders afterwards.

Fun fact: if a cotton bale catches fire, it cannot be extinguished by water as it is too tightly packed for the water to penetrate. And they can smoulder internally for weeks before bursting into flames. So, kerosene is used to extinguish it. One assumes that they use a very different colour for those extinguishers, to prevent confusion with the standard ones....

If it gets hot enough and sunny enough for long enough, the energy imparted into the silage during the day doesn't fully clear at night and builds and builds until it gets hot enough to fully ignite. Never heard of using kerosene though. Around here the usual plan is to clear away anything that could cause the fire to spread and ...well, just sorta ignore the problem until it goes away
