I also found out that apparently a significant portion of dangerous goods that ship through us have a quantity of 0.1 or 0.01, since apparently shippers just put in the smallest number they can to fill out the form.

You should speak to someone about that form and get them to add a bit at the end that asks the sender to indicate which unit it's 0.01 of.

So for these kinds of things with smoothing and leveling concrete, aren't there other tools for doing that? Are these cases where people don't have the equipment to do the job or maybe they did but the equipment broke and they have to smooth and level it before it dries?
