Final update on this: Talked to the guy in charge of DG OS/D. Found out some facts:
A) He also thought it was a full 18kg of Cs-137. He was surprised when I pointed out that hey, it said the weight of the material was 0.1 with no units.
B) He didn't fully read through the paperwork provided with it, which probably didn't help.
C) His final solution was to put it in a 53 foot trailer by itself and shipped it off. Remember, this is a box about a foot cube.

So yeah, competence at my company isn't exactly super high.

I also found out that apparently a significant portion of dangerous goods that ship through us have a quantity of 0.1 or 0.01, since apparently shippers just put in the smallest number they can to fill out the form.

Oh, we don't have a standard form. We just take whatever the shipper sends us. Apparently a few years back we had one, but none of our customers ever used them. It gets brought up every few years and turned down every time.

Coincidentally, FedEx never, ever has a signature on their dangerous goods paperwork. Which is required by law.

So for these kinds of things with smoothing and leveling concrete, aren't there other tools for doing that? Are these cases where people don't have the equipment to do the job or maybe they did but the equipment broke and they have to smooth and level it before it dries?
