I think all these quarantine/flying restrictions have been brought in at 4am on a Saturday morning. I know when I went to France in August, the day I was flying out they announced returners from France would have to quarantine if they arrived back after 4am on the Saturday morning leading to mad scrambles of those who didn't want to do quarantine on return - and subsequent short notice country-based quarantines have been the same.
