The RoI is so long it doesn't make sense for anyone to spend political capital on it as they probably won't benefit from it. Its also hard to see the benefit and correctly attribute it. Humans don't operate well on that type of time scale.

The amount of wear a given vehicle causes to a road when passing over it once scales with the fifth power of per-axle load. Passenger cars are practically a non-factor.
