A few pages late, but Re: NG with empty mag wells, this was the SOP during the civil unrest this summer on MN. Some what of an EOF, we slapped mags in when we started to have things thrown at us. Eventually at the squad/team level we kind of dictated our own posture given the surrounding/situation we were in. At one post we took off our vests and stashed our weapons in our truck (responsibly, out of sight of prying eyes but always one of us within arms reach) to project a friendlier presence.

It seems like if your force isn't able to automatically engage with lethal force at a predetermined range, regardless of whether the traitors are firing first/visibly armed/etc they're going to be overwhelmed by sheer numbers or else unwilling to shoot whites up close and personal, and either way it essentially ends up like 1/6 where the traitors can just kind of push past.

I would imagine much of the senior leadership would have real life experience of civil unrest in Iraq/AFG, and would dictate things accordingly. That could be completely wrong, but I know that a bunch of the dudes in the MD NG who in the Grey Riots had guys of that era who helped them understand what it's like on the ground. I am probably too hopeful.
