Regal is a guy who coasted on his reputation his entire career, had a few good matches and never really did anything exceptional on US TV. He made funny faces, did some comedy stuff and writes lame inspirational tweets on twitter. Sure he's taught some people a thing or two, but Van Hammer trained the Briscoes so I can't even be sure that's a sign he was ever great. But maybe he was and he was too lazy to show it.

Dustin Rhodes had the same reputation but you know, he actually showed he was capable of greatness in the sunset of his career.

Feel free to cite all those great Regal matches. His best matches were with Benoit and Finlay, and Finlay had a better one with Benoit. After that it's Ultimo Dragon. His best matches in New Japan are good but not great, and they are with Hashimoto. After that he has a lot of solid, but unspectacular matches. The handful of great matches in his career were with two of the all time greats and Finlay (who has the same kind of reputation as Regal but delivered more consistently.)

He had a lot of ok matches on WWF TV and some funny promos. It's not absurd for someone to call him mediocre because that's the kind of impression a lot of fans would have of him if they just watched TV.

People rightly give HHH all the poo poo in the world for having a great year and coasting the rest of his career. His best buddy who helped look the other way on a lot of WWE's poo poo deserves the same critique.

you're underselling finlay, his world of sport stuff is all time classic. regal came at the very tail end of that and mostly worked indies with no tv afaik so we only have super green regal on tape from that era. i'm sure that if WOS continued, regal would be better remembered, especially since he was teaming with big daddy on house shows and was looking to get a giant push

regal might be the biggest what if wrestler in wrestling history that didn't die or get badly injured young—just a bunch of bad luck his entire career

He probably has claim to best gimmick because it's SUCH a gimmick and has been treated and taken seriously for so many years. He's a dead guy with magic powers and spent much of his career as a serious main eventer.

Everyone else's gimmick is still rooted in being human and alive.
