As some one who does healthcare work in Florida a lot, it made me laugh. But there are tons of other towns full of retirees you could use for this joke. If you're on a weird body rhythm due to jet lag and early work hours, blue plate special dinners start around 4pm, are a great deal, and are everywhere in Florida.

In 1942, there was no such place as "St. Petersburg, Russia". That city was "Leningrad, Russian Soviet Federative Socialist Republic". St. Petersburg, Florida was primarily a retirement location before WWII turned it into a training location for the Coast Guard and Army Air Force (resulting in a postwar tourism boom). This retirement community reputation is the joke of the strip.
