Navalny is a figure that looks towards the West for aid, and western governments think they can work with him. He's probably not on anyone's payroll, but he's willing to reopen Russia to exploitation by Western capital. Putin is a capitalist too, but he's tried his best to make sure it's Russians getting rich by exploiting labor and resources in Russia. Lots of the economic hardships regular Russians are facing have their roots in Western sanctions as well, which is often left out of the story by Western media.

The Communist Party in Russia led mass protests against pension cuts in the country a few years ago and the only English language media to report on it was ,ironically, Radio Free Europe/Radio Liberty.

The minimum wage is a floor, and states can raise it higher if they want. Arkansas, the state with the lowest housing wage, is going to have a two-bedroom housing wage well over $15/hr by 2025.

Doing it by state or metropolitan area (already used by HUD) is just an invitation for the wages to be set at a sub-par but higher level for blue states and a very inadequate level for red states, and then the blue state members of Congress will then say to their constituents, "all right, you got what you want" and then stop fighting for the working class in the red states. An example of this already in action is the Third Way proposal, which uses the poverty line (which is bullshit for reasons that would make this post a lot longer if I went into them, but I think most people here know them) instead of a living wage because they are reasoning backwards from raising it in the red states to only $10/hour, and it uses median wage excluding managerial positions as the index instead.
