Players can (attempt to) play on with concussion, not so much with a broken leg. More particularly a lot of managers and even physios/doctors just don't take concussion as seriously as they do to joint and muscle injuries - look at David Luiz playing for 40 minutes (and heading the ball several times) with really blatant signs of concussion.

i guess just have an independent doctor for it and include situations where someone is stretchered off. idk i've not thought too much about this
