Physically dragged the items into the bathroom so they and the player were out of line of sight of the NPC characters, then stole them there so the NPC characters wouldn�t be mad at them about theft.

You can drag the items around without the guards noticing and if you go into the bathroom, no one will see you shove the weapons and ammo into your inventory. That specific store is run by a bunch of murdering bandits and the game considers stealing from them to be morally neutral, especially since there are a couple different quests that require killing them.
