Texas buries their lines to about a foot, partly because under that first foot is a shitload of limestone. Most utilities house their equipment indoors because of that freeze/thaw potential, Texas puts all their poo poo outdoors so it cools off faster in the summertime. Their entire system is built for summer. Now you can mitigate that risk with winterization, stores of natural gas/oil, and connecting yourself to other grids. Most of Texas did none of that because it costs money and/or stops you from owning the libs. El Paso has been fine in all of this because they put in the money since 2011, are connected to the national grid, and just generally have their poo poo together. Texas, being a one-party Republican state that loves to gently caress with the blue cities, basically decided that it was more important to own the libs than to prepare for 5/10 year disasters.
