Look for tabs on top of the screen. And it's probably "Nation" screen, not "Government".

Yeah. Not something I expect to see after 2 years of updates. Plenty of other issues too. Character tooltip has no lock timer. Sometimes when you click on tooltip you click right through the UI under the tooltip and select something on the map.

I've tried starting as Epirus and boy is it frontloaded with railroading. I don't even have DLCs. But turns out when you start a game you shouldn't really do anything for a year but wait for events to kick in. Because instead of starting me with low stability the events decided that few days after unpausing is a good time to tell me of plots and dynastic crisis and how my general I wanted to befriend will actually be my rival. Take a mission and read tooltips for the missions, cause you probably have missions for conquering/befriending all of your neighbours. Really it feels like with those fancy countries with special content you have to spend an hour reading their missions and waiting for events, maybe restarting afterwards and act accordingly from day 1 with a knowledge of the things to come. EU4 never felt to me like that. Even HoI4 didn't.

They spent a million hours making the dumb create your own religion system, and approximately zero making the game play different between the various forms of governance, the Romans should not play as the Normans. I don't know what caused Paradox to stop making good games, but they should hurry up and start again cause they haven't made one since Art of War was released.

Why isn't Jupiter part of my Roman pantheon? I can't switch to him or put any treasures into the temple at Rome.

What if you have 2 integrated cultures in the state? I assume you only get one of them used for Levy Template.

So for now it seems that they have to track separate values for main culture for province as well as main *integrated* culture for province to use for levies. Oh boy.

I can't possibly believe that levies are supposed to work that way, it doesn't make any loving sense.

Edit:

They've confirmed that levies aren't working how they're supposed to and that they're looking into it so I guess it will be in the first or second hotfix patch

Yeah this is something that struck me after the patch that added missions. It's very hard to anticipate what opportunities the game will present to you without some trial and error. Even some of the missions aren't obvious in how they work. I have never had a problem with historical events in concept, but the one thing I have always complained about is how unpredictable they are without extensive pre-existing game knowledge. Unpredictable emergent behavior is fine, but unpredictable scripted behavior is just frustrating. They moved away from this model in some ways* with their other games, so it's disappointing to see them fall back on scripted events to railroad your opening years in Imperator.

*It's still annoying navigating the handful of scripted events in EU4 without a wiki open on another monitor. Even stuff like the Iberian Wedding screws with new players pretty often. They have already created better methods to handle that stuff, and I don't understand why they aren't relying on those methods more.

Feels like back to EU2 and Vicky 1. I understand it only happens in the beginning and almost everything after a first few years is dynamic and generified. And I like how those historical missions put you into the right mood. But they went overboard with it. As Epirus, you're bombarded by messages about how a distant Diadochi war goes (it's just glorified notification), series of events about the dynastic crisis (a wrong click changes dynasty or starts civil war) and your first mission is full of timed events about expansion to nearby neighbors. Those are all impactful, very few of EU4 events On top of that you have generic events but you wouldn't know if those are generic. And all of that is there even if you don't do anything. I've also summoned a War Council and it doesn't seem to be a good idea when you have a conquest mission in the background.

By the way, they reworked the UI but it still feels like an incoherent mess with a feature creep. I've already talked about how you can't actually see Civilization value for a territory. Province improvement buttons are there on the province screen but they look small and insignificant. Summon War council and other government interactions look like some modder put temporary debug event triggers on a random tab. Same with gameplay systems. On release Ideas were a thing that gives some uniqueness to governments. But now you have heritages, missions, patron deities, wonders, unique research - all of those systems have more depth than ideas. Ideas are just fire and forget and the bonuses are lost in a sea of modifiers.

Laws let you make some interesting tradeoffs but ideas are definitely not impactful at all. I don't think that they're worth preserving at all unless you want to do something like make them way stronger and make it so that you have to match it to the government type. This would at least give some degree of uniqueness to the different government types even if it's still just a bunch of modifiers.

When I talk about lack of death I think about the way idea groups work in EU4. They have associated events. Their combinations allow for specific policies. Different government types have access to special idea groups. Maybe there's something apart from small bonuses you get from I:R ideas, but it's probably even less noticeable.

Anyway, I'll try Epirus again, this time I'll do nothing till all the events establishing international situation fire.

What should I doing to convert these non-roman pops to roman? So far my idea has been to set up grand theaters in all the provincial capitals and found colonys but thats pure guess work on my part.

Also does anyone know what buildings I should be building when and where. A decent naval composition would be appreciated as well.

All you can really do for cultural conversions is put theaters everywhere and use the cultural conversion provincial policy, if you can afford it then founding extra cities is also worthwhile in high pop territories, if they have enough food available

You can also use provincial legations, if you really want to spend a lot of money for not much gain. And don't want to spend it on Actually Cool poo poo.

You can also get cultural conversions done a lot more quickly by getting the Proscribed Canon invention which unlocks conversion laws, the culture conversion law is a flat +3% conversion rate in every territory which is absolutely huge (it shows slightly buggily on the UI but it does work)

Should I be bothering with integrating other cultures as Rome? Or just doing the culture conversion on the governor's tabs?

Edit: I figured why not integrate all the Italic tribes once I fully conquer the peninsula? Or is that somehow not the best thing to do?

From what I can tell each integrated culture reduces overall integrated culture happiness, so if you don't have enough positive integrated culture modifiers to offset that then it's not worth it to integrate smaller cultures.

Has it always been this easy to turn Roman soldiers into space Marines? By the time I've taken the entire peninsula the discipline modifiers are starting to get pretty crazy. Definitely having fun with this update and might even pick up the DLC!

I do know you want to integrate cultures outside your culture group so that you can access their traditions tree, though you should pick a large one since it requires a certain number of pops to unlock, but I don't know of any benefit to integrating cultures within your own culture group.

Same, apparently it was a coding mistake but about army composition? I didn't notice anything bizarre while raising levies honestly, but I was also trying to relearn Paradox's most complex game after putting it down for a few patches so I was occupied. Doesn't seem like a game breaker even though it needs fixing, I wouldn't put off a test run because of it.

It’s really only a problem if you’re the sort of person who wants to care a lot about exact force comps and titting around with pops to get the most bang for your buck out of them.

If all you want is to grab a big bunch of dudes to smash into whatever then it’s going to be invisible to you.

Basically this. The confirmed bug is to do with levies of the wrong type being raised relative to the culture that the pops are coming from, but also the game doesn't explain some of the details so people are having to guess based on some vague evidence in the game files which may not be correct. It's really obvious when you're not getting as much HI/HC as you expected, or you suddenly have horse archers.

I think that this is the provincial investments but I have no idea where they are on the new UI

I'd recommend you all this Better UI mod. But it's not compatible with achievements. It's cheating if Civilization value is visible on the territory screen and doesn't have to be deduced from bonuses. And the game doesn't even tell you that you won't get achievements when you start it. And why play if you don't get popups about how great you are.

Yeah it seems remarkably easy to stack discipline (plus heavy infantry and to a lesser degree light infantry combat bonuses) as Rome if you beeline all of the inventions right out.

On a related note, it seems like Rome's mission tree is just you pretty much getting free claims/vassalization rolls/military bonuses against everyone. I feel like I should set the game to Hard or even Very Hard if I want to play them and retain some challenge.

Any impressions on economic min/max standards like only having one city in a given region in the best terrain, or always gunning for pop growth bonuses? I'm trying to see if they still apply (or actually were true at all).

Rome is intentionally strong, if you want a challenging game then try something else. But generally speaking you can get a shitload of mil bonuses as anyone by stacking together inventions and traditions, Rome just has it somewhat easier with a bunch of special snowflake stuff.

It's worth pointing out for EU players that in Imperator discipline only impacts units damage output and doesn't also act as a defensive modifier so it's not quite as powerful as it might seem if you're used to EU discipline.

Cities have been buffed so much over various patches that I suspect that it's probably worth building extra cities in a single province now if you can afford it, but equally you always want at least one city in each province for migration / conversion reasons so that's likely to be a higher priority.

I had a solid binge of mapgame tonight, the kind I usually associate with hoi (which I have way too much time in). United eastern sicily as syracuse, then kicked out the carthaginians in a somewhat shaky war. My guarantee from rome upgraded into an alliance but they're testy and border me so I expect they'll kill me in the morning.

also most of the island has been sacked a couple times over but the polis itself is going swimmingly

I ended up playing one of the baltic tribes. It's really easy to get yourself powerful enough to roll over germany once you've knocked out the other three and are basically able to colonize all the aestian culture territories pretty much at your leisure. Especially good is being right next to a region border where your culture and religion are found on the other side, so you can instantly double your levies pretty much.
