it's my understanding that what they're trying to create is something that'll allow them to do transactions without passing through the current system of global finance, as generally controlled by things like SWIFT and the US dollar

the reason you might want to do this, is so that you're not subject to whatever fuckery the US will want to enact against you as a consequence of you using that current system

if we're talking about (an idealized vision of) bitcoin, the "backing" for such a currency is intended to be the absolute limit on the number of bitcoins that can ever be mined, and the blockchain as absolute proof of one's ownership of bitcoin

if we're talking about a nation-state creating their own digital currency, that usually implies some kind of material guarantee

I'm basing this off of Venezuela's attempt at creating a cryptocurrency, as backed by their oil production (as opposed to, say, gold)
