No idea how fall goes. Vaccine uptake rates are good enough that it'll get crushed here. I doubt B.1.617.2 makes a significant enough difference, and even if it did it'd take most of summer to cook off if it was just introduced now.

The goal is not to eliminate masks or "act normal" or whatever, those are outcomes. The goal is to eliminate community spread of COVID. Once you reach the goal then you get to do stuff like get rid of masks and poo poo like that.
