I'm trying to debug some hitching and poor frame rate when using Streamlabs OBS, on Twitch if it matters.

I watched my stats during this test stream, and this is what I saw:

code:

Task Manager:
- CPU hovering around 37%
- Memory hovering around 51%

Performance Monitor:
- Dropped frames hovering around 11%
- CPU usage hovering around 8%
- Upload hovering around ~5900 kb/s
- Occasional "your stream is experiencing issues" notification

As you can see in the clip, there's some pretty bad hitching and overall crust.

I have absolutely no idea what causes these hitches and dropped frames. CPU doesn't look too bad, and neither does memory. Is it possibly my upload? Any advice on debugging this?
