Also, horses are in the club of animals that are unusually good at long distance running, so even if that were in a hot savannah, it wouldn't show anything. Also the article freely admits that humans have won twice, which means modern day humans who weren't raised to be persistence hunters went up against the animals that are probably the prey least suitable to be hunted like that and in a climate not conducive to it and still won 5% of the time. That's an argument in favor of the tactic rather than against.
