Ah yes, the old 'The previous, useless poo poo that used to do this was very "hands off", aka: he was lazy and didn't want to do his job. So when someone comes in and actually tries to do it, people are flabbergasted.'
It's a huge peeve how many useless old dudes there is in middle-and-up management, barely doing half the work they're supposed to because they're all buddy-buddy with all the other bosses and their higher ups.
And it's impossible to do anything about it because they immediately huddle up and protect their own against any criticism, as long as it isn't noteworthy enough to make it into the news.
