My best guess is that these are used to harvest followers on social media. Drop these out, you get an army of people responding. their friends see the response, maybe they respond and follow. Get enough followers and then start spamming ads.

I really don’t recommend using the word, but I’m pretty sure I’ve come across it used innocently in works more recent than that.
