the bad forum isn't touching the tax rate cut yet, but if it follows prior discussion the argument will be Biden is just offering Republicans a compromise so that they look obstinate when they reject it (scoring him political capital), then when it comes time to introduce the bill it will match Biden's original proposal, with all the good stuff added back. i believe their only example of this actually happening is Biden's stimulus, completely ignoring the $15 minimum wage and missing $600.
