My lungs burned watching it, operating a concrete saw with no protective gear at all is not going to be a good time. Didn't even put the water dampener on it till they smoked themselves out of the shop.

Foam also insulates it from the ground so it doesn't freeze as quick. Or the other way, the heat from the water doesn't start melting the snow layer - which also can help a bit or at least keeps the pool level.

Just from that photo, I see at least the chain gate not being closed, no PPE, and probably a good chance neither of those guys are trained to operate that lift.

So much so that I was almost certain it was a part of my provincial regulations, but it turns out it's not required.

It's easy to transition from a situation where FP isn't needed to where it is, and it might not be as easy for your brain to make that connection. It makes a lot of sense (to me] from a practical perspective to wear it any time you're elevated, and I think that and liability are where the 'FP always when elevated' policies come from

Edit: also some of the coworkers I've had in environments where fall pro is relevant would 100% walk off the edge of a scissorlift if they were not restrained to it
