something that just hit me as hokuseiho received his award for the makushita yusho: i know he's ethnically mongolian but japanese born and doesn't count against the normal one freigner per heya limit. if hakuho stays active could miyagino theoretically add a foreign wrestler now that hakuho has citizenship?
