For the uninitiated: Resorts International was a CIA front holding company that bought up hog island and renamed it “Paradise Island” and plopped down a hotel/casino. It was (probably still is) used to load/unload drug smuggling planes and generally launch anti-Cuban activities. After he bought it, he went from being a billionaire that no bank would touch with a 10-foot pole to a billionaire that no bank not called “Deutschebank” would touch with a 10-foot pole. Some some strange reason, other banks actually want their loans repaid while Deutschebank doesn’t seem to mind repeatedly throwing money at the guy, I guess it’s easier than setting it on fire.

It might be notable that the Deep State struggles prior to Reagan seemed to center around fights over the strategy the US should pursue as the global hegemon, especially its orientation towards socialist and nationalist formerly colonized countries. The strategy the was finally settled on as Reagan became president was that any country that was socialist or had an independent foreign policy (besides China pre-1991), was an explicit enemy of the US. The struggles that seem to have broken out under Trump, and were even starting under Obama wrt to the Iran deal, is how US imperialism should adapt as its global influence declines relative to other countries, specifically China.
