I dunno, I think mostly mining GPUs are undervolted because that makes the economics better. The fans run full-time, but that�s better for their longevity than starting and stopping. If they didn�t flash some crazy VBIOS on it I would buy a post-mining GPU without too much concern.

Iirc it depends on which crypto they're mining. Bitcoin was awful and murdered cards, but no one uses GPUs for Bitcoin anymore. Now GPUs are mostly used for mining Ethereum, for which you undervolt like subjunctive said. But also I am not an expert, so I could be misremembering.
