Know what? Take this child to Walmart (I know your lovely town has at least one 24 hour Walmart). Buy a cheapass makeup kit. Buy some cheapass hair mousse. She gets to have fun playing with it without messing up anybody's expensive poo poo. And it will still be cheaper than finding a professional hairstylist with no notice who is open during date night hours.

I reject the final panel because Luann is an adult and Shannon is a child who is not holding a gun to her head and so there is no way they would ever have gotten to this point.

Key words bolded. Doctor Who being legally distributed worldwide is a fairly recent phenomenon despite the show being around for decades, and is the main reason why it's a major pop culture fixture today. Up until that point it was basically anime, and not one of the mainstream ones.
