i can't remember where i read this, but its kind of an understood thing that institutions struggle to cope with how fast a pandemic moves.

they all build their spreadsheets and charts and general approaches and by the time its all enacted the virus has mutated and is a fundamentally different thing. Do we change course? Of course not, that would involve more planning and we can't have that.
