Yep, voluntarism will never solve climate change without some magical technology. This is why libertarians will usually straight up deny climate change; because if they didn't deny it, they'd have to recognize that their ideology offers no solutions to the problem (as most forms of libertarianism are based on this naive idea of voluntarism to build their societies). To prevent further climate change, a powerful entity (like a set of states) must enforce the end of carbon emissions, by all humans (including both consumption and production). A socialist/communist state would make sure that people's needs are met as industry & consumption transform to not emit carbon gases. Many of those needs will likely not be met if we implement neoliberal solutions like a carbon tax or cap & trade system, without a very heavy redistribution of wealth/income. (and many of our needs here in the US are not being met currently, regardless of climate change solutions, let's be real) Voluntarism also doesn't solve pandemics. Unlike climate change, we have the magical technology available to us today to solve this pandemic. But it requires that vaccinations be mandatory, and other protective measures to be put into place. We just lack the political will to solve it. Doesn't bode well for climate change, a much harder problem.

That said, I think you are giving them too much credit. This same thing happened during the Spanish Flu. Elites being dumbasses and willingly getting people killed to keep capitalism chugging. All of the personal and professional incentives created by our system is to keep capitalism going at any cost. There is no strong position within the bureaucracies to protect human life. No one in charge anyway. My personal position is that these are the positions of a system unable to adapt in any meaningful way. The position of capital is too strong and not since the very beginning of the modern age was there a worldwide plague. Certainly not within living memory of anyone in charge. No institutional knowledge was preserved. And we live in a society of elites who have been severely broken by capitalism. They are bad at assessing risk, insulated from the consequences of their actions and have low to no empathy. You might have some people who are pushing the death toll up for their own reasons but my personal take is that the people in charge are just stupid, careless, craven and cruel.
