I think that's Ivy trying to use her magical plant charm on Selina, it's clearly working on the cat but Selina is not really a fan. Look at how Ivy is waving Harley inside in the fourth panel on the second page.

I still feel like, out of anyone in that page, Doom might be one of the most likely to shed a tear for senseless mass death (behind only Magneto, depending on amount of mutants in the towers).

Every death of someone who either never lived in the glory of a Doom-run society, or didn't die to further the cause of making one happen, is a death to be mourned by Doom.

My daughter found two copies of that issue in great condition, in a thrift store, back when she was big into cutting up comics to make arts and crafts. I told her she should send them off to be professionally graded and slabbed. I don't think she has yet, but I'm pretty sure she still has them.

I was going to say that the Surfer's like "you could have just said 'No'", but thinking about it, the Surfer is usually pretty long-winded so its Doom doing a Surfer impression to annoy him.
