For every useful supergroup in the Marvel universe, there must be heaps of lovely Great Lakes Avengers level outfits. And similarly lovely villains. The average person would be more likely to see the latter day-to-day, so you'd probably assume you could safely sass 99.9% of colourfully costumed people. Also, Fancy Cleopatra would be a fantastic c-level hero (or villain) name. Probably more a DC name, though.

Though he has taken over world wide broadcasts to make demands, that happens every week or so in the Marvel universe so even if they remember him they might think he's Magneto or something. Doom, OTOH, has to be the most recognizable person on earth.

Yeah if I didn't live near a major metropolitan area like NYC where all the super-bullshit in DC/Marvel is always happening and I saw one of the major villains just hanging around my neck of the woods my mind would probably jump to "wow, that's a drat good costume"* before I went "poo poo IT'S DOOM, RUN!" I mean, I still wouldn't antagonize them because even if they're cosplayers or something, if you see a dude just randomly wearing a full set of armor on the side of the highway in the middle of nowhere? My hometown doesn't have the ecosystem to support a supervillain. People don't visit here, they pass through to somewhere more interesting. Like if I saw Doctor Doom or whatever I'd assume he was lost, and give him directions. Bridge to the US is this way, take a left, Toronto is that way, can't miss it, there's a sign.
