much like guns, cars are deadly weapns and so to own a personal automobile you should have to keep it in a safe with a lock on the ignition at all times and sometimes you can get it towed to a closed driving course where you can drive it as fast as you want in a safe controlled environment before locking it away again to prevent daily misuse
