This would hit Europe a bit but not really affect USEC cargo. Most operators are also running at reduced speeds for fuel economy so there's plenty of slack that could accommodate rerouting around the Cape. Piracy concerns haven't really shut down the GoG or Red Sea, and the Bedouin tried land based attacks but didn't do much, although something larger than RPGs might shut it down for a short time. Egypt pays close attention to that though.

Iran has tried Hormuz in a variety of ways but they haven't been very effective. Theres Malacca of course. China has been working to obtain alternate routes including building infrastructure in Burma to bypass it. Not sure that Panama is a good route either, the biggest markets are China, Europe and the US and they don't necessarily require it.

Direct attacks against ports and infrastructure would probably be more effective, just look at shipping companies losing their manifests to cyber attacks.

Edit: This is assuming you are resource light and want the biggest impact. You could also look at the supply chain for concentration and shut down critical pieces ie microchips from Taiwan.

After making a payment to Toebbe of $70,000 in cryptocurrency, the FBI received a decryption key for the card. It, too, contained Restricted Data related to submarine nuclear reactors. The FBI arrested Jonathan and Diana Toebbe on Oct. 9, after he placed yet another SD card at a pre-arranged “dead drop” at a second location in West Virginia.

Another article I read said that the FBI received a package that had been mailed to a "foreign intelligence service" with some initial information, an encrypted contact method, and an offer of more.

Whether the "foreign intelligence service" ratted this guy out (too much trouble and they already have the intel maybe :lol:) or the suspicious document-sized package mailed to "GRU, 1 Putin Street, Moscow Russia" merited extra attention on the way wasn't clear.
