He's why I asked about LTIR- I had considered drafting him as a Malkin replacement but, without the relief, that would've caused me to not be able to sign a fourth line and #6 D, which would be problematic unless we do ECHL rules.

I see what you were after but even in the real world LTIR wouldn't let you resolve that salary discrepancy once Malkin is activated in a few months. You'd have to bake in a hypothetical trade to another team for the salary overage or only replace him with a player some certain percentage over the cap that could be resolved by shuffling contracts to the minors. Unless Malkin was out for the season and then I think it's fair game. But he's projected to be bake in the middle somewhere I think

I'll go with Philip Tomasino who was great in the AHL last year and appears to be trending towards a really good top six player. He can play RW or C, I'll slot him at C for now and maybe move him around later. Hartman is an interesting case because I think he played wing his entire career until Guerin decided he should be a center last season. I can think of centers shifting to wing all the time but I can't think of another winger forced to play the role out of nowhere like that (he was also not very good at it so probably keep him a winger if you can)
