They're seasonal worker visas, so it's not just the normal "all visas are like that anyway", they're specifically for a short-term period. Still you might get some people from very poor countries (after all it's not just EU-only), but I suspect the temporary nature of it makes it a lot less attractive for jobs which are not actually seasonal.
