the paragraphs that supposedly exalt xi are after a string of similar text about each central leader and precede paragraphs about the whole country's achievements. you might say ah, but they mention xi so much more than the others! yes, well, he is the current leader. you can go back to party documents in the time of hu jintao or jiang zemin and probably get a similar ratio.

Reuters seems to think 6 new reactors. Macron previously said he'd reduce nuclear power from 75% to 50% (idk the units). They got something like 56 reactors. Some of them might be scheduled for decommission, as most were finished between 1980 and 1990 with 40-year lives, and possible extensions to 50 years (and concerns about substandard steel, lol).
