I get your broader point about how poo poo it was, and I've clearly dragged us off track from your original point, but I've found nothing that indicates Trump was trusting in herd immunity in that time window. Instead I've found him talking repeatedly about two things: 1. It's going to magically go away on its own (which is even dumber than herd immunity because at least that has some grounding in virology), and 2. Vaccines are "just around the corner" (which he was saying in February) which will solve the problem. Even if you somehow interpret the first as herd immunity he's been hyping up vaccines as the solution for just as long.

To be honest I don’t think either response would be that different, except that Trump probably took more heat than Biden would have. Normalcy would be pressed in both cases, but getting back to the main point, DC has a issue with child birth rates and so there probably be a state response. Means tested tax credits dependent on employment seems like it would be the ideal beltway solution (it will barely help.) The administration feels (again) like they have COVID “licked” so they still doing jack.
