Something to do with the way the atoms bond together in the crystalline form taking up more space than the chaotic mess of the liquid version. But I also recall there are like twenty known "forms" of ice, i guess the molecules arrange themselves in different ways depending upon the pressures and temperatures they're subjected to as the water changes phases. It doesn't really matter here on earth but I wonder if there are more compact arrangements you can achieve under exotic conditions where it doesn't expand.

The Wari empire lasted from around 500 CE to 1100 CE in the central highlands of Peru.
